connect to other mobile device

I would like to have some advice for following ...

This is a situation where there is no wifi or internet access, so perhaps bluetooth has keyrole in this ..

1) Is it possible to access a sqlite database which runs on another phone/device ?
2) if not is it possible to send a request to an app on the other phone, which get the data and sends back to the requestor ?

so the possible situation is :
there's an iPhone with an App and a local Sqlite Database
and another iPhone and android-phone maybe an iPad with the same app, but without the database
They all have to get data from the database
