Add NuGet Packages is disabled

Hi

I created a new .Forms solution.
The Add NuGet Packages... menu is disabled for the cross-platform folder.
The same menu is enabled for .iOS and .Droid and in other solutions.

Everything is up to date with the Xamarin environment.

Please, help me find the cause and solution.
